poor circulation in feet and legs

    My husband is a diabetic. He has poor circulation and has been told to exercise more but he is in excruciating pain and can't even stand clothes touching his legs.How can he exercise to help his circulation?

    If he is prevented from exercising because of the pain of clothes touching his legs, why can't he exercise in shorts which would minimally touch the legs? But what is the cause of this pain? Does he have a diabetic neuropathy?
