Your is an excellent example as to why simple questions can be so ambiguous and often difficult to answer responsively in respect to the thoughts of the questioner. It is entirely clear only to you as to whether, when you offer, "when I flex my toes - it really hurts," you mean that the area where you complain of burning burns, or whether the "hurt" is some other sort of pain or if the toes are what hurt when you flex them.

If when you flex (plantarflex) your toes, especially while extending your foot at the ankle, you elicit the burning sensation on the dorsum of the foot, it may be that you are irritating or stretching the dorsal cutaneous nerves of the foot, which are very superficial and not generally padded by fat. But that is too much of a guess on my part either to consider it a diagnosis or to act upon it as if it were. You need to see a podiatrist or other qualified doctor, first for a real diagnosis and then for treatment recommendation, if applicable.
