Post Toddlers toenail falling off

My 2 year old daughter had a toe fungus when she was 11 months old we saw a pediatrist and they gave her medication. The fungus went away and the toenails fell off and grew back. Shortly after her big toes on both feet as well as a few others began to lift at the cuticle and fall off with new ones underneath. With no discoloration. Again, we went back to the doctor and they said it was not a fungus but maybe a reaction to the medication. Now, 1 year later the toenails are starting to lift at the cuticle again. What could this be it only seems to happen on the winter?

I would question the accuracy of the initial diagnosis of fungus. What was the medication used? Have her checked by her pediatrician for general medical conditions which might cause nail deformities and abnormalities, and if cleared, have her see a dermatologist.
