Default Protruding Bones in both feet

My father has five spots on both feet where his bones are protruding. For example the bone on the side of his foot is as large as his ankle. They are not painful to touch. He is diabetic and when he lays prostrate his feet hurt. He can not sleep at night and he is on pain medication.

He has seen a podiatrist who was concerned about feeling in his feet. He passed the test for feeling and blood flow.

What is this called? Any idea or suggestions would be helpful.
