Tingling and the urge to move the legs are not generally symptoms which I would necessarily consider indicative of circulatory issues, but swelling of the feet and ankles after prolonged sitting might be indication of poor venous return or lymphatic drainage in the legs, though it may also be associated with other problems including but not limited to certain heart conditions. Stagnation of venous return cause by prolonged sitting or inactivity may often be mitigated by frequently contracting of especially the calf muscles and by getting up and walking around periodically. But you need to be checked with a hands-on examination by a doctor.
