Default Juvenile Foot Size Difference

Is it 'normal' for a 12 year old to have different size feet? My son's left foot is almost an inch longer than his right foot. Thanks in advance for your response.

It is normal to have feet which are not exactly the same length, but I would consider a difference of an inch to be beyond the normal range.
